Kettering, a city in Ohio, is considering a freeze on recreational marijuana businesses following the passing of Issue 2 in the recent election. The Kettering City Council is set to discuss a proposed nine-month moratorium on November 28, before the legalization for recreational cannabis comes into effect on December 7. Assistant City Manager Steve Bergstresser stated that Kettering already prohibits medical marijuana businesses.

Issue 2, which was approved on November 7, legalizes the possession and home growing of marijuana. It also establishes the Division of Cannabis Control, which will eventually allow the regulated sale and purchase of recreational marijuana products. However, if Kettering City Council passes the moratorium, it will provide the city with time to understand the new state regulations and analyze the potential impacts of cannabis operations in the area.

Bergstresser emphasized the importance of having sufficient time to draft proposed regulations and an ordinance that would govern cannabis-related activities, regardless of whether the city decides to prohibit or allow such businesses. This indicates that Kettering is taking a cautious approach in order to ensure that any potential marijuana businesses are properly regulated.

Under the new law, Ohioans who are 21 years old or older will be allowed to possess up to 2.5 ounces of marijuana in plant form or up to 15 grams in extract form. Additionally, individuals will be permitted to grow up to six marijuana plants per adult, with a cap of 12 plants per household.

The Division of Cannabis Control has a nine-month period to establish rules and licensing guidelines. However, this timeline could be altered if Ohio lawmakers decide to make amendments to Issue 2. Discussions regarding potential amendments are already taking place at the statehouse.

The decision to consider a freeze on recreational marijuana businesses in Kettering demonstrates the city’s intention to carefully navigate the implementation of the new law. By analyzing the potential impacts and drafting their own regulations, Kettering aims to strike a balance between allowing cannabis-related businesses and ensuring that they are properly regulated to maintain the well-being of the community.
